Zellis HCM 9.2 includes updated functionality to support evolving payroll legislation in these vital areas:

  • 2025/26 tax year changes
  • P11D and P46 car expenses and benefits changes 

Key changes to payroll legislation

1. Real Time Information (RTI) for statutory neonatal care leave and more 

Zellis is enhancing its support for Real Time Information (RTI) to comply with the latest legislative changes for the 2025/26 tax year. Other changes include: 

  • The introduction of new fields in our full payment submission (FPS) and Employer Payment Summary (EPS) functionality to support Workplace Postcode and Neonatal Leave and Pay reporting for HMRC 
  • A new Lifetime Allowance indicator to support the FPS process 
  • Additional validation options based on new HMRC specifications. This includes age validation for employees falling into the married women National Insurance category (NI ‘B’) 
  • The removal of invalid late reporting reasons 
  • Updates to the PAYE Online for Employers – Internet schema (formerly known as filing by intent or FBI). This applies to RTI, P11D and P46 (Car) functionality based on the new schema provided by HMRC for the 2025/26 tax year. 

2. P11D changes and P46 (car) benefits 

Zellis is upgrading its Benefits and P11D module to enhance accuracy and make it easier to produce P11D, P46 (Car) and Benefit Statements for the 2024/25 tax year. In the new release, Zellis has: 

  • Updated existing expenses and benefits templates for the new tax year across all of the above areas 
  • Removed system restrictions on submitting zero values in P11D(b) forms using PAYE Online for Employers – Internet
  • Split up the calculated benefit value for the tax year in line with HMRC guidance
  • Added a new payrolling benefit feature to improve flexibility and provide different solutions for customers with varying system configurations
  • Simplified the payroll benefit extract so the report only shows columns for provided benefits. The aim is to make the report clearer to read and more user-friendly.
